There will always be good and bad patches and as far as Wari La is concerned, it is mostly good. Time taken depends on the driving style and stoppages, as well road condition and weather. There is a PWD or JKTDC guest house in Shakti, which is being run by the local lama there. Apart from that, you might get home stay there, but not 100% sure. No road in Ladakh is totally metalled!
